Secret Service: Newport's cost concerns are misdirected


Spokesman says the city's police budget issues should have been raised with the service, not the candidate's campaign. Newport is still trying to collect from Obama after his CdM visit.

A Secret Service official said Newport Beach city administrators are asking the wrong people to pay for police protection at presidential campaign events.



It's the service that is responsible for the candidates' security, not the campaigns, spokesman Max Milien said, and any cost concerns should have been directed its way.



Newport Beach City Manager Dave Kiff billed the campaigns for President Obama and presumptive GOP candidate Mitt Romney for police security at their separate fundraisers in Newport.

Now that the Romney campaign paid its bill, the city is left in the awkward position of collecting from Obama.



"We cannot reimburse any agencies," Milien said. "We make that clear from day one."



Milien explained that an advance team works with local law enforcement to plan road closures and other measures before a candidate's visit. If the local agency cannot afford to pay for extra security or overtime, the local officials should inform the Secret Service ahead of time, he said.



In that case, Milien said the Secret Service would seek help from other law enforcement groups — county or state police, for example, who would not charge for the service.



"There is adequate time if an agency cannot assist us and is strapped for manpower," he said, adding that the Secret Service does not have the budget for that type of expense.



But Kiff says the Police Department raised the issue with the Secret Service before the President's visit.



"At that time, our staff was told that the Secret Service would not reimburse the City," Kiff wrote in an email, "and that we should check with the President's campaign or the DNC."



The Romney campaign paid its bill Monday, about a month after the city sent its invoice. The Obama bill, however, was sent in May and has not been paid.



City spokeswoman Tara Finnigan said that the city's billing system will be sending past-due notices.



About three weeks ago, the Democratic National Committee contacted the city and told officials to deal with the Secret Service.



The DNC and the Republican National Committee split their Newport Beach event proceeds with the respective campaigns.



"Any local law enforcement organization contacted by the Secret Service to assist in security should discuss matters related to costs and how to effectively manage those costs with the Secret Service," DNC spokeswoman Melanie Roussell wrote in an email to the Daily Pilot on Wednesday.



Meanwhile, Kiff would just like the issue to go away.


"I am very tired of this story, but it will have legs again," Kiff wrote in an email to the City Council after the Orange County Register inquired about the Romney campaign's payment.




The city was "honored" to have the President in town, Kiff said, but he viewed the campaign fundraisers as private events.



"Had this been a "business trip"—if the President came to Newport Beach to talk about one of his policies with our residents—the city would not have sent an invoice," he wrote in an email to the Pilot.

Secret Service director suspected of lying to Congress about prostitution scandal





An investigation for the agency that oversees the U.S. Secret Service suggests Director Mark Sullivan lied during his congressional testimony in the Colombia prostitution scandal that ensnared 13 of his agents, multiple law enforcement officials and congressional sources tell FoxNews.com.



Investigators with the Department of Homeland Security's Office of Inspector General (DHS OIG) have completed their investigative report, which will be referred to the Department of Justice along with a memorandum of activity that lists potential criminal actions. The report indicates Sullivan may have obstructed Congress by lying about the criminal associations of prostitutes involved in the scandal. The report also alleges Sullivan may have manipulated a report requested by the Senate Homeland Security and Governmental Affairs Committee, the sources said.



DHS OIG uncovered the evidence -- including specific incidents of alleged perjury, making false statements and impeding Congress -- during its ongoing probe into the scandal surrounding agents' misconduct prior to President Obama's trip to Cartagena, Colombia, last April, sources told FoxNews.com. Sources said Sullivan may have violated statute 18 USC § 1505 -- obstruction of proceedings before departments, agencies and committees -- and investigators are now handing the case over to federal prosecutors in the Justice Department's Public Integrity Section.



DHS OIG has been in talks with Justice Department prosecutors in the Public Integrity Section for months, and met with them late last week about the potential charges against Sullivan, sources said.



The OIG, however, declined to discuss details of its investigation.



"The Department of Homeland Security Office of Inspector General is conducting an ongoing investigation, requested by Congress, of the United States Secret Service regarding its actions during a presidential visit to Cartagena, Colombia, earlier this year," Charles Edwards, acting inspector general, said in a written statement. "The department and the Secret Service have cooperated with the OIG’s investigation thus far. However, as a matter of policy, the OIG does not discuss its ongoing investigations."



Sullivan has retained private counsel in the case. Joshua Hochberg, a former DOJ Public Integrity Section deputy chief-turned-white-collar defense attorney, specializes in defending public officials and CEOs charged with corruption. Hochberg was with Sullivan at his Aug. 2 interview with DHS OIG investigators, sources said. Hochberg also led the DOJ investigation of the failed energy company Enron and was head of DOJ's Fraud unit before joining a private firm.



Reached for comment, Hochberg denied the allegations.



"I've confirmed the public integrity section at DOJ does not have an open investigation. Mr. Sullivan did not in any way obstruct Congress," Hochberg told FoxNews.com.



Sources said DOJ may not yet have an official open case on Sullivan because DHS OIG has not completed handing over a final report. The Justice Department will decide if the case will be prosecuted only after evaluating the DHS OIG report.



Multiple sources tell FoxNews.com that DHS OIG officials have been in talks with Justice Department officials for months about the possible charges against Sullivan. DHS OIG also notified the FBI, as is protocol, when it uncovered evidence early on in the investigation that Sullivan may have violated federal law.



Secret Service spokesman Ed Donovan, in response to inquiries from FoxNews.com, defended the agency's handling of the Colombia probe.



"Director Mark Sullivan and the Secret Service have conducted a fair and thorough investigation resulting from the Cartagena incident. The agency response to those with oversight responsibility has been timely and truthful. We will continue to respond to the DHS-OIG and congressional inquiries in that manner," Donovan said in a statement. "We will not respond specifically to anonymous allegations that have lingered since the beginning of this investigation that are either without merit, grossly inaccurate or blatantly false."



During the May 23 hearing before the Senate committee, Sen. Susan Collins, R-Maine, asked Sullivan: "Have you now been able to definitively conclude that the women were not associated with -- that they were not foreign agents? That they did not work for drug cartels? That they were not involved in human trafficking? That they were not working for FARC, for example, or other terrorist groups?"



Sullivan replied: "One of the first things we did, Senator, was to get the names of all the women. We had their country identification number. We provided those names and identifiers to some of our various partners out there who could verify for us if there was any connection with any type of criminal activity or criminal organization as well as any type of intelligence concerns that we may have.



"All of the information that we have received back has concluded that there was no connection either from a counterintelligence perspective or a criminal perspective."



Multiple high-ranking law enforcement officials close to the investigation told FoxNews.com that at the time of his testimony, Sullivan knew the intelligence community had found one confirmed hit -- meaning one of the prostitutes hired by a member of the Secret Service showed up in a CIA database of known criminals -- and one partial, unconfirmed, hit.



A search of the names of the prostitutes in a CIA database came back with a hit, which was confirmed before the May 23 hearing.



"He lied, absolutely he lied to Congress. He knew it, he knew what he was saying was a lie," said a law enforcement official close to the investigation.



"One hit was the CIA hit, the prostitute in question was tied to a drug cartel for laundering money," a law enforcement official close to the investigation told FoxNews.com.



"Sullivan had direct evidence of the hit," the source said.



"The night before his May 23 testimony before the Homeland Committee, he knew but he lied and said there was no hit and nothing was compromised."



At the time of his testimony, sources say Sullivan also knew of a partial hit, meaning a name in an intelligence database matched the name of one of the women who were checked into a Cartagena hotel by a member of the Secret Service. Investigators later determined after the May 23 hearing that the prostitute signed in by the Secret Service agent was not the same woman found to have ties to a criminal group, but simply shared the same name. But sources said at the time Sullivan testified before Congress he knew there was a potential second hit on a second prostitute that was still in the process of being confirmed, and therefore lied about this second possible association. It was only after the hearing that they learned the partial hit was ruled out.



Sources said Sullivan could not have known when he testified if this partial hit could be confirmed or ruled out.



These investigative findings are part of DHS OIG's ongoing and wide-ranging probe into the overall culture of Secret Service to DOJ prosecutors. The full report is not expected to be released for months.



In addition to his alleged perjury, Sullivan is suspected of misleading Congress in his responses to written questions for the record submitted by lawmakers, including Rep. Peter King of the House Homeland Security Committee.



Other potential charges stem from allegations that Sullivan conspired with his top deputies to manipulate, falsify or edit records to downplay past problems in a report compiled for the Senate Homeland Security Committee, which requested a report on the agency's last three years of disciplinary actions taken against its employees.



The report was referenced several times during the May 23 hearing.



Multiple high-ranking officials within the Secret Service said Sullivan and other top Secret Service officials also conspired to manipulate other internal investigations, including a probe into whether members of the Secret Service had hired prostitutes before a March 2011 presidential trip to El Salvador. The investigation was ordered after a news report from South America alleged that Secret Service agents had hired prostitutes and visited strip clubs in advance of President Obama's visit.



But a recently retired senior executive with Secret Service shot down these allegations, and defended Sullivan, his longtime friend and colleague. He also said Sullivan would never lie, let alone commit perjury before Congress.



"I don't know anyone who is more honest, more trustworthy, with more of a conscience than Mark," said the recently retired senior executive. "Mark Sullivan is an altar boy."



The retired official also said the internal El Salvador investigation uncovered absolutely no wrongdoing on the part of the Secret Service.



"No one in the history of the Secret Service has ever gotten a prostitute before Colombia," he insisted.



Sullivan was appointed director of the Secret Service in May 2006. The Arlington, Mass., native began his career with the agency in 1983 as a special agent in the Detroit Field Office. During his 28 years with the agency, he has served as deputy assistant director in the Office of Protective Operations; deputy special agent in charge of the Vice Presidential Protective Division and deputy assistant director, Office of Human Resources and Training.



The Cartagena prostitution scandal isn't Sullivan's first. In December 2009, he was called to testify before Congress about security failings that allowed uninvited guests Tareq and Michaele Salahi to crash an official state dinner at the White House. Sullivan took responsibility for the breach, saying: "This is our fault and our fault alone."

Vernon Copeland of Springfield is reading Bill O’Reilly’s new book, “Killing Kennedy: The End of Camelot.” There are few in central Illinois who will read it with quite Vernon’s perspective — not unless they have stood across the desk from President Kennedy as he signed a picture for them as Vernon did. He still has the picture. He still has his memories of escorting a newly inaugurated Kennedy to the Oval Office for the first couple of weeks of JFK’s presidency.



Vernon, 81, was a Secret Service agent, working White House security as far back as Eisenhower’s presidency. Just after Kennedy was inaugurated, Vernon was assigned to guard the president on his morning walk to work.



“We learned quickly,” Vernon says of that security detail, “that we’d better be up on things. Every morning, he wanted to know what we thought of what was in the morning papers.”



Vernon was soon reassigned elsewhere. After JFK’s assassination in 1963, he, like most Secret Service agents, was ordered to Washington, D.C., for the funeral. Vernon stood on Pennsylvania Avenue as the horse-drawn cortege carrying Kennedy’s body rolled past.



Members of the Warren Commission who subsequently investigated the assassination practically stood next to Vernon as he provided security at the northwest gate of the White House. The commission members wanted to know everything he did and why he did it that way.



And so O’Reilly’s book is about Vernon’s own past. From what he has read so far, he likes what O’Reilly and co-author Martin Dugard have written about the events surrounding Nov. 22, 1963.



“It’s quite interesting, to say the least,” says Vernon, “O’Reilly does a good job on his books. I like anything he writes. If he can’t back it up, he won’t write it.”



O’Reilly doesn’t name names of the Secret Service agents in his book, but Vernon says he must have interviewed some of them to get the details he has.



The book that did name names of agents was written by one. It’s “The Kennedy Detail” by Gerald Blaine. Vernon worked with Blaine and was surprised that he even wrote the book, which was published just two years ago. After all, it is subtitled “JFK’s Secret Service Agents Break Their Silence.”



Vernon watched a televised discussion featuring Blaine and Clint Hill, a Secret Service agent who was on the limousine in Dallas when Kennedy was shot.



“I knew all those guys who were on that TV show,” Vernon says. “We never talked to each other about it all those years, then comes this book.”



One Kennedy book Vernon hasn’t read is Stephen King’s “11/22/63,” which I read last year. King has a character travel to the past to stop Lee Harvey Oswald in time, then comes back to the future to see what the world would have been like had JFK lived. Vernon took down the name of the book, so he’ll get to it.



Following the Kennedy years, Vernon went on to work for President Johnson before leaving the White House for other assignments. But the day after Robert Kennedy was assassinated in 1968, Vernon ended up back on the presidential detail. He got a call to be at a particular address in D.C. that day. When he arrived, he received his new assignment — head of security for Pat Nixon, whose husband would win the presidency in November.



“I worked for Mrs. Nixon every day from June to Christmas Day,” Vernon says. “Sixteen-hour days, seven days a week for six months.”



Vernon worked for Pat Nixon after the election as well, traveling the country and beyond. On the wall of his office at home, next to a large photo of the White House, are personally signed photos of the Nixon family.



Vernon retired in 1978 after, as he puts it, “23 years, two months and 16 days” with the Secret Service and federal intelligence. He says it’s funny, but he never read books until recently. He is devouring them now, including books about his old boss, JFK.



As we said goodbye after talking for a while, Vernon was apologetic. He had noted earlier that O’Reilly’s book delves into Kennedy’s extra-marital affairs.



“I didn’t give you much juicy stuff,” he told me. “That’s because I don’t know any. And I’m glad I don’t.”

The Vietnam War may have never occured had Kenedy lived.Kenedy was a young modren day man, decent man,that came from a powerful family.One great thing Kenedy did was to deal with the Cubon Missile crisis.He liked the quote-Ask not what your country can do for you but what you can do for your country.The Copelands bought their first T.V. during the final campaiging days of J.F.K.and then got to see him inaugurated as President of the United States.

Kenedy was descended from Irish forebears who immigrated to boston. His grandfather, Patrick J. Kenedy, started as a saloonkeeper and became a Boston political leader. His father, Joseph Patrick Kenedy, graduated from Harvard , became a bank president at 25, and married the dauther of John Francis(''Honey Fitz'')Fitzgerald, mayor of boston.John was born on May 29, 1917, in Brookline, Mass., the second of nine children. As an infant he lived in a comfortable but modest frame house in that suburb of Boston. As the family grew and the father's fortune increased, the Kennedys moved to larger, more impressive homes, first in Brookline, then in suburbs of New York City. John had a happy childhood, full of family games and sports. He attended private elementary schools, none of them parochial. He later spent a year at Canterbury School in New Milford, Conn., where he was taught by Roman Catholic laymen, and four years at Choate School in Wallingford, Conn.

On November the 22nd, 1963, John Fitzgerald Kennedy, 35th President of the United States was murdered in Dallas (Texas). For many years now, I've been investigating on my own and want to give you interesting and maybe shocking details

In 1992, I first learned some of the facts about the assassination of John Fitzgerald Kennedy and about the countless doubts. Oliver Stone's "JFK" turned out to be the milestone I needed to take interest in the events ofNovember 22, 1963. I couldn't believe that there have been so many mistakes in the official investigation and somany doubts and unknown facts coming from so many people.So I decided to learn more about the assassination and I have read "On The Trail of The Assassins" by JimGarrison. Reading it twice, then three times I started to believe that the FBI, the CIA and the Secret Service were involved in planning, executing and disguising the assassination. Yet, it is hard to believe that these official institutions killed their own President. I have not found any theory based on all the facts and witnesses, any theory which explains why the FBI, CIA and Secret Service protected the real assassins and hid their knowledge, which explains why they stopped any trial to find out what had happened on November 22, 1963.

In my opinion, the theory of Jim Garrison can explain all the details.

Miami police: Secret Service agent found passed out drunk on sidewalk


 

A U.S. Secret Service agent was found passed out on the Miami sidewalk early Friday morning after President Barack Obama had left South Florida.
The arrest report states that Miami police officers were in the area for an unrelated call when they noticed Aaron Francis Engler sleeping on the ground, according to CBS Miami. When officer checked in on him, he grew combative and started to fight.
The officers then took Engler to the ground and handcuffed him. They realized his identity after they went through his pockets and saw his Secret Service identification.


Law enforcement sources told CBS Miami that Engler told police he was an agent out Washington and was part of the president's advance team, securing the area ahead of his arrival on Thursday. As soon the President Obama left, Engler said he went out drinking and got really drunk.
Engler wasn't armed at the time of his arrest, but was upset because he was supposed to leave Miami and head to another assignment Friday morning, officials told CBS Miami.
The drunken mishap is the latest blow to an agency charged with protecting the life of the president. The agency came under fire, including congressional hearings, when a dozen Secret Service agents, officers and supervisors were involved in a Colombia prostitution scandal over the summer.

TAMPA, Fla. (AP) — Former U.S. Rep. Sam M. Gibbons, who served 17 terms in Congress and rose to head the powerful Ways and Means Committee before his retirement, died late Tuesday or early Wednesday at a Tampa retirement home, according to his son. The elder Gibbons was 92.

Tim Gibbons said his father died "peacefully at the retirement home, where the two had chatted Tuesday night while looking out over Tampa Bay.

"He was fine, there was no indication of anything," Tim Gibbons said.

Elected in 1962, Gibbons never lost an election and was among the Tampa Bay region's best-known politicians. He is considered the "father" of the University of South Florida for pushing through legislation to create the school while serving in the Florida Legislature in the 1950s.

The alumni center at the university bears his name, as does the federal courthouse in Tampa.

"If it hadn't been for him, we probably wouldn't have the University of South Florida," said Bob Martinez, a former Florida governor and Tampa mayor. "And Tampa, to a great degree, is the size it is because of the actions he took as a member of the Florida Legislature. He left quite a government legacy."

Gibbons retired from Congress in 1997 at the age of 76, having served 34 years.

A paratrooper who landed behind enemy lines on D-Day during World War II, Gibbons went to Washington during the Kennedy Administration, after winning an open seat in 1962.

President Lyndon Johnson turned to Gibbons in the 1960s to help steer many of this "Great Society" initiatives through the House, telling Gibbons, "You vote Northern and talk Southern."

Appointed to the Ways and Means Committee in 1969, he became known for promoting free trade, believing that nations that trade with each other don't fight each other.

Gibbons rose to the panel's top spot after longtime Chairman Dan Rostenkowski's political and legal troubles forced him out in 1994. Some in Congress thought Gibbons was too congenial to handle such a hard-hitting task, but he proved to be a steadying hand.

After retiring, Gibbons remained in Washington, working with his sons in a lobbying firm.

"This is a great place," Gibbons said after announcing he wouldn't seek re-election in 1996. "I have never considered it work. This is a kind of service that is joyous, as far as I'm concerned, and I have enjoyed every minute of it."

Born Jan. 20, 1920 in Tampa, Sam Melville Gibbons was the son and grandson of prominent lawyers. He was a junior at the University of Florida when the United States entered World War II.

He was awarded a Bronze Star and other medals for his valor. He and his "cricket" — the small metal noisemaker given to D-Day paratroopers so they could find one another after the landing — were featured in Tom Brokaw's book "The Greatest Generation."

Gibbons returned to Tampa to earn a law degree and marry debutante Martha Hanley. When he entered political life with a run for the Florida House of Representatives in 1952, she became his partner in that realm, too. She kept a matching desk in her husband's Washington office.

After Martha Gibbons died of cancer in 2003, Gibbons married widow Betty Culbreath, whom he had dated in high school.

In addition to his wife and son Tim, Sam Gibbons is survived by two other sons, Cliff and Mark.

Vladimir Arutyunian is now serving a life sentence in the nation of Georgia for throwing a grenade at President Bush and Georgian officials.

The near-impossibility of maintaining a constant shield around the President of the United States becomes chillingly clear in a late scene from this instructive documentary on the work of the Secret Service.

President George W. Bush was speaking in the republic of Georgia in 2005 when a man snaked through the crowd and tossed a grenade toward the podium.

It landed 50 feet from Bush, who was behind a bulletproof glass shield that might or might not have stopped the shrapnel.

Fortunately, the perp had wrapped the grenade in a bandana to conceal it as he moved through the crowd, and that bandana slowed the firing pin enough so it did not explode.

A first, no one knew what the bouncing object was. Then a Georgian policeman picked it up, saw it was a live grenade and walked it out of harm’s way.

Not something all of us would be inclined to do.

The thrower was arrested, by the way, and is serving life. He says he doesn’t know why he did it.

But that kind of silent loner psycho poses just as big a threat as an affiliated terrorist or ideologue, and is a lot harder to track.

“Secret Service Files,” which continues all week with a series of “Secret Access” specials, doesn’t tell us anything new about how the Service protects the POTUS. It’s just constant, grinding, vigilant legwork and smart instincts.

When they do the job right, no one notices. One screwup and they’re on the front page. So it was a good day for all in 2005 when a grenade was a footnote, not a future chapter in a history book.
